ROWLAND — A 35-year-old man has been charged with child abuse and drug crimes after a 6-year-old was found to have marijuana in his system, according to Capt. Kathy Torre of Robeson County Sheriff’s Office.
Dell Ray Locklear, of 325 Zada Drive, is charged with child abuse inflicting serious bodily injury, possession of drug paraphernalia, possession with intent to manufacture, sell and distribute marijuana, manufacturing marijuana, and maintaining a vehicle, dwelling or place with controlled substance.
He was jailed under a $40,500 bond.
According to Torre, the child was taken to the emergency room at Southeastern Regional Medical Center by his mother last week after she noticed a change in the child’s behavior. Torre said the child then tested positive for marijuana. Locklear and the child are related, according to Torre, but she didn’t want to identify the relationship to protect the child’s identity.
Torre said Detective Sgt. Connie Graham searched Locklear’s Rowland home on Saturday and found several items that led to his arrest and charges.
