Jeffrey Brandon Merritt, 18, of East Broad Street in Elizabethtown, has been charged with misdemeanor death by vehicle, and careless and reckless driving, Elizabethtown Police Chief Bobby Kinlaw said Wednesday.
“It has taken some time to get all of the facts of the case,” Kinlaw said. “The investigation concluded that Merritt was operating in a careless and reckless manner contributing to the cause of the collision.”
According to reports of the crash, Merritt and Ballew were both traveling west on East Broad Street when the two vehicles collided, causing the SUV Ballew was driving to overturn several times. Ballew and two passengers, Julie Tatum and Avarie Chambers, were all thrown from the vehicle, reports showed.
Ballew was pronounced dead at the scene, according to reports, and Tatum and Chambers were both transported for treatment.
Merritt’s bond was set at $9,000, Kinlaw said.

When he told me that he was gonna come down here the last time that I talked to him I taught my daughter to say his name and now she walks around sayin it and it breaks my heart. What makes me feel so bad is that on wednesday at about 12:30 he called my house twice and left messages for me and I wasnt here when I got home I got the messages and started to call back then I played the next two messages and it was Tonya tellin me to call her immediately. I just feel like if I wouldve been here maybe I couldve stopped him from leavin the house and he would still be here with me. But what makes me feel good is the last thing he ever said to me was "I love you Kim" and I hear that in my mind every single day
